The Collin College Board of Trustees plays a crucial role in shaping the education system and the future of our community. Place 1:Fred Moses
He has spent his entire career in the electrical supply industry. From his career at General Electric Supply Company in finance and operations, to owning his own business. Fred Moses has served as a Collin College Trustee for six years.
His Priorities Include:
Improve campus services and facilities
grow workforce programs and resources with businesses
develop strategic plan to give more students in collin access to more resources
develop maintenance plans for facilities and equipment
increase marketing and outreach strategy throughout the county
work with high schools to develop more resources to advance their careers
Place 1: Megan Wallace
She is a current student at Collin College. Megan has served as a PTA volunteer and is shift lead at the Community Food Pantry of McKinney.
Her Priorities Include:

Place 2: Scott Coleman
Assistant principal, Harmony School of Innovation-Garland. Scott has been in public education for 14 years in various roles, including social studies teacher, assistant principal, principal, district director of academics, district testing coordinator, district development coordinator, and district Human Resources manager.
His Priorities Include:
First, I want to reduce dual credit fees that parents pay their local ISDs. Second, I want to work with the board and administration to avoid lawsuits that have cost Collin County $1 million. According to the Texas comptroller, this is a $6 million impact to our local economy.

Place 2: Jay Saad
A retired health care executive. Incumbent Jay Saad, serves as the current board’s vice chair. A Plano resident for 18 years, Saad has participated on local and state boards for the Texas Association of Business.

Place 3: Joe Minissale
Currently serving as the Hospital President at Texas Health Center for Diagnostics and Surgery. Joe has lived in Collin County for 17 years. He has served with the McKinney Economic Development Corporation, McKinney Chamber of Commerce, Collin College, McKinney ISD and various community organizations.

His Priorities Include:
Collin College has the lowest tuition of any college in the state of Texas! The District has the 2nd lowest tax rate of all colleges in Texas. I have worked with Collin College and their nursing program which is one of the top programs for nursing in the nation!
I want to deliver the residents of Collin County bachelor’s degrees in more areas, so that our kids do not have to move away or pile up large student loans to get a top tier education. Our cybersecurity and nursing programs are already top tier. I want to bring this level of excellence to other fields of study while keeping the tuition the lowest and our tax rate the lowest!
I want to expand the partnerships with local schools providing more opportunities for vocational training and dual credits
We have been the fastest growing economic area in the nation for nearly two decades and we need to provide the education to keep the Texas Miracle going!
Place 3: Dr. Stacy Donald
Incumbent Stacy Donald has served on the Collin College Board of Trustees for the last six years (2017-2023). She is a Professor and chair of Liberal Arts and Sciences at DeVry University and has lived in Collin County for 13 years.
Her Priorities Include:
Extending paid family leave policy, establishing a VP of Inclusion, and revamping policy so all full-time employees have a pathway to the board as part of the grievance process. I’d also like to continue working with my fellow trustees on getting our fourth baccalaureate degree launched.
